Yet, according to a report by the Office of the Parliamentary Budget Officer (PBO), these conditions are expected to be temporary.\n\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d3fbd12 elementor-widget elementor-widget-heading\" data-id=\"d3fbd12\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">The report estimates that completions could <a href=\"https:\/\/www.pbo-dpb.ca\/en\/publications\/RP-2526-007-S--household-formation-housing-stock-estimating-housing-gap-in-2035--formation-menages-stock-logements-estimation-ecart-offre-logements-2035\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 600\"> slow over the next decade<\/span><\/a>, falling short of the 290k-unit pace needed to close Canada\u2019s accumulated housing supply-demand gap and even below the current 10-year average. Building the 3.2M net new housing units needed to meet demand by 2035 would require construction to surpass the 2024 record every year for 11 consecutive years \u2014 an unprecedented pace the current outlook does not support, even with announced policy changes aimed at stimulating housing construction.\n\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8cc7221 elementor-widget elementor-widget-heading\" data-id=\"8cc7221\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">The PBO\u2019s outlook echoes similar findings from the Canada Mortgage and Housing Corporation (CMHC), which estimated that Canada needs to build <a href=\"https:\/\/assets.cmhc-schl.gc.ca\/sites\/cmhc\/professional\/housing-markets-data-and-research\/housing-research\/research-reports\/accelerate-supply\/canadas-housing-supply-shortages-new-framework\/2025-canadas-housing-supply-shortages-new-framework-en.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 600\">2.6M additional <\/span><\/a>units by 2035 to close the housing gap and, in 2023, projected it required 3.5M additional units to restore housing affordability.\n\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-827bed6 elementor-widget elementor-widget-heading\" data-id=\"827bed6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Surging rental construction also unlikely to meet demand in key markets\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e4155b6 elementor-widget elementor-widget-heading\" data-id=\"e4155b6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Let\u2019s look closer at rental apartment construction. Rental starts hit record levels in 2024, supported by government policy, surging renter demand, and elevated rent growth at the time of planning. Rentals continue to play a major role in total homebuilding, which <a href=\"https:\/\/economics.td.com\/ca-housing-starts\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 600\"> reached 290k+ <\/span><\/a>starts in the year ending July 2025, according to TD Economics.\n\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-45ad5ce elementor-widget elementor-widget-heading\" data-id=\"45ad5ce\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">However, the CMHC observed <a href=\"https:\/\/www.cmhc-schl.gc.ca\/professionals\/housing-markets-data-and-research\/market-reports\/housing-market\/housing-supply-report\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 600\"> severe regional discrepancies <\/span><\/a>in its Fall 2025 Housing Supply Report, with new starts in more active markets balancing declines in cities like Toronto and Vancouver. This regionality is likely to show up in completions, increasing pressure in some of Canada\u2019s highest-demand markets.\n\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1ae9de9 elementor-widget elementor-widget-heading\" data-id=\"1ae9de9\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">In the GTA, for example, a <a href=\"https:\/\/www.urbanation.ca\/news\/gta-rental-supply-gap-double-next-10-years\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 600\"> joint white paper <\/span><\/a>by Urbanation, BILD, and Finnegan Marshall forecasts that in the next 10 years, rental demand will outstrip available supply by approximately 121k units, effectively doubling the existing shortfall and underscoring persistently tight conditions ahead. By late 2024, this growth slowed to its weakest quarterly pace in five years before <a href=\"https:\/\/www150.statcan.gc.ca\/n1\/daily-quotidien\/250618\/dq250618a-eng.htm\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 600\"> effectively flattening <\/span><\/a>in the first quarter of 2025. This pullback stems largely from government measures to curb non\u2011permanent residents. Yet, as with the prior highs, this extreme slowdown is expected to be temporary.\n\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d266b34 elementor-widget elementor-widget-heading\" data-id=\"d266b34\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Over the past decade, the annual population growth rate has hovered around 1.3%, making Canada one of the world\u2019s <a href=\"https:\/\/www150.statcan.gc.ca\/n1\/daily-quotidien\/220209\/cg-a001-eng.htm\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 600\"> fastest-growing advanced economies<\/span><\/a>. While a return to this rate may not materialize in the near future, <a href=\"https:\/\/www.rbcgam.com\/en\/ca\/article\/macromemo-jan-7-27-2025\/detail\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 600\"> RBC Global Asset Management <\/span><\/a>and <a href=\"https:\/\/www.cbre.ca\/insights\/books\/canada-real-estate-market-outlook-2025\/economy\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 600\"> CBRE<\/span><\/a> forecasts anticipate growth stabilizing at about 0.5% annually through 2029. This remains a globally significant rate, placing Canada as the second-fastest growing G7 country. As in previous decades, Canada\u2019s attractiveness to immigrants, foreign students, and job seekers will continue to drive new demand for apartment rental housing.\n\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-43c36f8 elementor-widget elementor-widget-heading\" data-id=\"43c36f8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Entrenched unaffordability of homeownership\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-39e3430 elementor-widget elementor-widget-heading\" data-id=\"39e3430\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Meanwhile, even at the <a href=\"https:\/\/www.rbc.com\/en\/economics\/canadian-analysis\/canadian-housing\/housing-affordability\/owning-a-home-in-canada-is-the-most-affordable-its-been-in-three-years\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 600\"> strongest affordability levels recorded by RBC in three years<\/span><\/a>, more than 55% of the median Canadian household\u2019s pre-tax income is still required to cover average homeownership costs. In Toronto, 68.3% of a median household\u2019s pre-tax income would need to be dedicated to servicing ownerships cost of the average home.
